As regards partnerships, the urban community has a duty to act as a catalyst. Its initiatives must lead to mutual development agreements with big private groups based in the conurbation, and institutions involved in economic development, like the Chambers of Commerce. A fair number of such agreements have already been concluded at regional level to ensure a more even distribution of actions.
