Summary

Commerce is an economic activity that is naturally competitive. Disparities observed, at the Greater Lyon level, between the marked development of peripheral commercial centers and the consecutive weakening of urban centers have lead the local authorities and trade institutions to implement a commercial urban planning master plan.

Actions concern three types of areas



 

 

1- Framework centers, that can be described as follows:

peripheral centers that need to be controlled, taking care to supervise their refurbishment, and maintain a qualitative and diversified activity,
major inner city centers or sites that play a central role, and that need to be reinforced.

 

2-Secondary centers:

Consisting of a comprehensive food and non-food offer, these centers are the most stable in the conurbation. They play the role of filter between the urban and peripheral centers. It is therefore necessary to continue to boost them so that they can offer a real alternative to the peripheral supply.

 

3- Relay and neighborhood centers:

 

Relay centers are predominantly food centers that offer standard products, around a supermarket and essential services.
Neighborhood units offer essential products. Again, they should be strengthened.

Towards the regularization of the main principles?




 

The orientations previously expressed will be included in urban regulation documents. As a reminder, the objectives of the commercial regulation in the 2001 POS (development area map) were as follows:

 

 

 

 

 

Identify places where commercial activity can be developed
Encourage the collaboration of commercial activities for each commercial attraction center, and the alignment of commerce.

 

The PLU (local urban planning document) currently under revision will include these principles.
