In July 2005, Dominique de Villepin (Prime Minister at the time) unveiled the 67 competitiveness clusters selected by the CIADT (Interministerial Land Development Committee).
6 were designated "world-class clusters", including the Lyon BioPole project. 9 were designated "clusters of international importance", including the Lyon & Rhône-Alpes Chemical & Environmental cluster. The other 52 projects – among them Lyon Urban Truck & Bus 2015 and Digital Entertainment – were deemed to have a more "national or regional vocation", according to Dominique de Villepin.
