Observations

Prestigious economic development operations are underway, while existing activity areas are neglected.
Activity areas developed in the 1950s/60s/70s are outdated, particularly with regard to the services on offer.
The cost of equipping new installation sites is constantly increasing.
There is a recurrent lack of property supply, and a supply poorly suited to evolutions in demand.
An increase of unused land in existing activity areas is visible.

 

Political awareness

Activity areas play a role in the lifestyle offered to the conurbation's inhabitants.
Priority public policies imply greater involvement of activity areas in the conurbation's development (technological risks, public transport, accessibility, etc.).
Activity areas are a powerful lever for the Lyon conurbation's economic strategies.
These areas are a symbol of the growing importance of Greater Lyon's relations with businesses.

 

 

Context and goals

 

The initial policy focus

A policy undertaken in 1997 in the 10 main economic centers in the conurbation.
The basic principle: concentrate means within a given geographic area and period of time, with the aim of making a "qualitative leap" with regards to lifestyle (traffic, parking, development of road networks, sign-posting, drainage, etc.).
1997 - 2002: 14.3 million euros invested in 11 areas around Greater Lyon's development skills, with varied results.

 

The main policy focus today

Better integration of activity areas in the economic strategies, in the property and real estate supply (installation plan), and in local economic actions.
Better assistance for companies in their daily life and projects.
2002 - 2007: 25 million euros scheduled for 9 areas.

 

Areas being renovated, in numbers

The scheme covers 9 areas, out of 19 towns/cities in the conurbation.
2,719 hectares (60% of which are "UI"-type areas (town/city economic development areas))
2,936 companies (4% of the urban community)
66,106 jobs (12% of the urban community)
35% of industrial jobs
