Greater Lyon is developing a model partnership approach, where all property and real estate professions work together. Thus, the public authorities are fully involved as a referral agent and coordinator, as well as an instigator and a player.

To help launching or developing each property and real estate program, be it a public, joint or private initiative, Greater Lyon endeavors to get to know the public, semi-public or private players, and to work with them in close collaboration.

What is Greater Lyon's involvement in this scheme?

Greater Lyon acts as a mediator-promoter, or a stimulator-player, at every stage of the procedure. It promotes opportunities that exist on its territory, puts the involved players in contact, strengthens relations between partners and, if necessary, initiates and conducts all operations itself. Greater Lyon encourages players to adopt a complementary and collaborative approach at every stage.


Real estate actors



 

1- The landowner has a plot to develop for economic purposes.

2- The developer prepares this plot for building (networks, road systems, etc.). Whether in the public, joint or private sector, the developer does not build, but applies for planning permission; he then passes these rights on to the developer-builder.

3- The developer-builder takes charge of the property program, and sees it through to the end by carrying out the administrative, financial and technical operations necessary for the building.

4- The investor is the legal entity or natural person who buys the assets, and keeps them for a given period for investment purposes (as equity capital or long term capital).

5- The user business is the economic entity that carries out its activity in the premises, either as an owner or a tenant.
